Ahhh but it is not! :) The Mac System Wide version is being developed concurrently and is looking (and sounding) great.

I've suspected for a while now that the system wide Mac plugin was delayed in order to coincide with the upcoming release of Mac OS X Lion (10.7). That way, the plugin will be ready to go on the new OS. :-)
So, it must be coming soon because the Lion is rumored to roar around the middle of this month!

Hey Guys!
I found a way to use the Mac DPS iTunes plugin on all my Mac system audio, so I thought I would pass it along as a temporary fix for the other impatient folks, like me! :-D
Be advised - This will only work if you have Audio Hijack Pro installed on your Mac along with the iTunes DPS Plugin.
1. Start Audio Hijack Pro and select the source of your audio. You can add any application you want to the selection available.
2. In the Audio Hijack Pro menu, click on "About Plugins".
3. In the Plugins dialog box that pulls up, click "Load" (on the top left).
4. Select the DPS Plugin found in "/Library/Audio/Plug-ins/HAL/Digital Power Station.plugin". This will load the DPS plugin into the Audio Hijack Pro plugins list.
5. Back in Audio Hijack Pro, click on "Default System Input" in the left column. Then select the rightmost tab, "Effects". Click one of the boxes that says "Click here to insert effect" and select "iTea Effect > Digital Power Station". This will open DPS Plugin interface.
6. Start your audio, web-stream, etc., etc., and click "Hijack" on the top left of Audio Hijack Pro.
7. ENJOY!!! :)

I am currently enjoying the plugin on some streaming online video not supported by itunes.
P.S. I suspect this method works due to Audio Hijack Pro being made by Rogue Amoeba.

Just an FYI that I forgot to add.
This was tested and verified to work on Snow Leopard. My tests on Lion worked for a bit with errors, but always failed in the end. I suspect this is to do with "Instant On" not being compatible (yet!) with Lion.
So, my advise for those of you wanting to use this method AND install Lion is to partition your HD and dual boot until a fix is available. :)

Go get the new version here: http://dpsplugin.com/download/download.php?platform=1
Just be sure to uninstall the old version (using the included uninstaller) then install the new version 1.4.
